Prior to founding Ellis & Associates, Julia spent a decade in Chicago and Illinois public service. She served as the youngest ever Deputy Treasurer for the City of Chicago and before that as the Director of Legislative and Legal Affairs for the Chicago City Clerk. In these roles, Julia was the chief liaison to key stakeholders, including the Mayor's Office and City Council, and worked closely with operational departments such as Budget, Procurement, and Finance.
Before joining the City of Chicago, Julia served in legal and legislative capacities for the State of Illinois Office of the Comptroller and State of Illinois General Assembly Speaker of the House where she assisted elected officers and legislators to draft and pass key legislative and regulatory items.
A strategic doer, Julia capably navigates the often complicated world of government. Whether implementing an unprecedented municipal licensing reform program to generate $30+ million in revenue for Chicago or designing a groundbreaking public-private partnership to accelerate millions owed to struggling State vendors, Julia knows how to get things done.
Julia graduated magna cum laude from the University of Illinois School of Business and earned her JD from the Chicago-Kent College of Law.
