Prior to founding Ellis Strategies, Julia spent a decade in Chicago and Illinois public service. She served as the youngest ever Deputy Treasurer for the City of Chicago and before that as the Director of Policy and Legal Affairs for the Chicago City Clerk. In these roles, Julia spearheaded key initiatives and served as the chief liaison to a multiplicity of stakeholders ranging from the Mayor's Office and City Council members to advocacy groups and grassroots organizations.
Before joining the City of Chicago, Julia served in legal and legislative capacities for the State of Illinois Office of the Comptroller and State of Illinois General Assembly Speaker of the House where she assisted elected officers and legislators to draft and pass key legislative and regulatory items.
A strategic doer, Julia capably navigates the often complicated world of public relations and government affairs. Whether implementing a groundbreaking public-private partnership to accelerate millions owed to struggling State vendors or designing outreach programs that build brand awareness and elevate clients to new heights, Julia knows how to get things done.
Julia graduated magna cum laude from the University of Illinois School of Business and earned her JD from the Chicago-Kent College of Law.
